Article 241 Administrative Silence
All petitions involving the issuance of a certification, authorization, or opinion shall be deemed favorably resolved when the competent authority, in accordance with this law and its regulations, fails to issue it within the time limits established for such purposes.

The epigraphs preceding the articles of this law have no interpretive validity and may not be cited with respect to the content and scope of their provisions.
