The Ministry of Public Finance is instructed to create a budget line item for Fiscal Year 2009, which shall be no less than five million quetzales, for the commencement of operations of the Secretariat against Sexual Violence, Exploitation and Trafficking in Persons, the entity that shall ensure compliance with the purposes of this Law. Within this line item, a fund for compensation to the victim of the crimes established therein shall be included.

The fund for compensation to the victim created by this Law shall be administered by said Secretariat, in accordance with what is established in the respective regulation.

The source of financing for this article shall come from tax revenues.
