Article 4 Secretariat against Sexual Violence, Exploitation and Trafficking in Persons
The Secretariat against Sexual Violence, Exploitation and Trafficking in Persons, administratively attached to the Vice Presidency of the Republic, is hereby created, which shall function in accordance with the provisions of the respective regulation.
The Executive Secretary of the Secretariat shall be appointed by the Vice Presidency of the Republic.
Article 5 Functions of the Secretariat
The Secretariat Against Sexual Violence, Exploitation and Trafficking in Persons has the following functions:
a.To serve as an advisory body and recommend the implementation of actions to the different dependencies or entities of the State in the fight against sexual violence, exploitation and trafficking in persons.

c.To follow up on and study the effects of norms, programs and actions in matters within its competence and recommend their reorientation.
d.To design and implement effective, strategic, constant and systematic information and awareness-raising measures, plans, programs and initiatives at the national and local level, taking into account gender, cultural and ethnic diversity and the vulnerability factors of each region of the country, age, culture, language of the recipients of the information and the community in which it is provided.
e.To forward the plans, programs, projects and initiatives it approves to the National Commission on Children and Adolescents.
f.To promote the development of studies to discover, measure and evaluate the factors that facilitate sexual violence, exploitation and trafficking in persons, including migration policies and procedures.
g.To promote the signing and implementation of bilateral or multilateral agreements for international protection.
h.To promote the creation and operation of the registries necessary to update information on trafficking in persons.
i.To report acts constituting a crime or misdemeanor of which it becomes aware as a consequence of the exercise of its functions.
j.To promote, where applicable, training, updating and specialization processes related to the prevention, protection, assistance and punishment with respect to the provisions contained in this Law.
k.To coordinate activities and projects with State entities and dependencies, which may assist the Secretariat in whatever is requested of them.
l.To create departmental committees within the framework of the strategies, policies and objectives of the Secretariat.
Article 6 Commissions
The Secretariat is responsible for overseeing and ensuring compliance with this Law and with policies and plans related thereto. In order to guarantee the application of this Law, the Secretariat shall create or recognize commissions composed of State institutions and civil society concerned with sexual violence, exploitation and trafficking in persons.
