Article 18Amended Political Parties

Political parties legally constituted and registered in the Register of Citizens are institutions of public law, with juridical personality and of indefinite duration, except in the cases established in the present law, and shape the democratic character of the political regime of the State.

Article 19Amended

Requirements for the existence and operation of the parties. For a political party to exist and operate legally, the following is required:

a)That it have at minimum a number of affiliates equivalent to 0.30% of the total citizens registered in the electoral roll used in the last general elections, who are in full enjoyment of their political rights. At least half must be able to read and write.

Upon publication of a new electoral roll for general elections, political parties must comply with the foregoing requirement, within a time limit that begins on the day the electoral process is deemed closed and ends ninety days before the convocation of the next general election process;

b)To be constituted in a public deed and to satisfy the other requirements established by this law;

c)To comply with the registration requirements for the members of its permanent organs and to keep such organs duly constituted and functioning; and,

d)To obtain and maintain in force its registration in the Register of Citizens.

Article 19 BisAmended Oversight

The National General Secretary, the Departmental and Municipal Secretaries of each political party legally in force in their respective constituency, and the electoral civic committees, as applicable, remain subject to oversight by the Comptroller General of Accounts and the Supreme Electoral Tribunal, each within its constitutional jurisdiction, for the administration or management of funds derived from the public or private financing established in this Law, in the proportion assigned to each one, and they are personally liable as to compliance with the purposes established in this Law.”
