Political parties, as well as electoral civic committees, may form coalitions by means of an agreement entered into between them, in accordance with the law. Coalition between a political party and a civic committee shall not be permitted.

National, departmental or municipal coalitions are permitted. Coalitions shall require approval by the respective assembly of each party joining the coalition, according to the election in question. However, departmental and municipal coalitions shall be subject to confirmation by the National Executive Committee of the respective parties, prior to taking effect.

Political parties forming a coalition shall retain their juridical personality.

The coalition agreement must be formalized in writing and submitted to the Register of Citizens or to any of its delegations, for its registration, within the time limit of fifteen days following its date of approval.

Certified copies of the records corresponding to the respective assembly and of the National Executive Committee that confirmed the coalition, if applicable, shall be submitted with the registration request. The same procedure shall be followed for any amendments to the agreement.

The duly registered coalition agreement obligates the political parties forming it to appear in the same box or section of the respective electoral ballot and that, in the case of presidential elections, the total votes obtained by the coalition be divided by the number of coalition parties, to determine whether each of them obtained the percentage referred to in subparagraph b) of Article 93 of this law.

Electoral civic committees may form part of coalitions, but only within the municipality.
