Título IV. De los Conductores y de la Licencia de Conducir

The driver's license is the document issued by the Traffic Department of the General Directorate of the National Police that authorizes a person to drive a vehicle, in accordance with this law, its regulations and other applicable laws. Consequently, it qualifies and identifies its holder as a driver, who is obligated to carry the driver's license whenever driving a vehicle and to exhibit it to the authority when required.

For obtaining the first license to drive land motor vehicles, the following is required:

a.Fill out the corresponding form.

b.Appear in person.

c.In the case of adults, present the original of the cédula de vecindad and deliver a complete photocopy thereof.

d.In the case of persons who are sixteen or more years of age without having reached majority, present certification of the birth entry and written authorization with legalized signature of whoever exercises parental authority, in which such person must declare under oath to assume the civil liabilities that may be incurred.

e.Pay the corresponding amount.

f.Submit the number of photos required by the authority or, as the case may be, appear for the taking of photos.

g.Present proof of having passed the theoretical and practical examinations determined by the regulation, issued by the entities approved for that purpose by the Traffic Department of the National Civil Police of the Ministry of Gobernación.

h.Present a vision examination certificate, issued within the six months prior to the date of its presentation.

To renew or replace a driver's license, the following is required: In the case of renewal, present the expired license and meet the requirements indicated for obtaining the first license, with the exception of what is indicated in subparagraph g).

In the case of replacement due to loss or theft, present certification of the complaint filed before the competent authority.

The vision examination necessary for the obtainment, renewal and replacement of driver's licenses must be performed by a professional specialized in the field.

All other matters related to suspension, cancellation, types, means, materials and procedures related to driver's licenses shall be established by the respective regulation.

To drive a vehicle on public roads, the driver must meet the following requirements:

a.Be authorized by means of a driver's license, issued by the corresponding authority;

b.Be in full enjoyment of their civil, mental and volitional capacities;

c.Drive the vehicle on public roads in the place, on the occasion, in the mode, form and within the speeds established in accordance with this law, its regulations and other applicable laws.

The issuance, renewal, suspension, cancellation and replacement of driver's licenses is _________________________ Amended by Article 1 of Decree 84-2005.

subject to payment of the corresponding fees at the Department of Transit, which shall be fixed by governmental agreement and shall form part of the privative funds of the Department of Transit of the National Police.

Certificates or diplomas issued by transit learning schools, duly authorized by the Ministry of the Interior and registered with the Transit Department, shall be valid to certify the theoretical and practical capacity of those applying for a driver's license, as provided by the regulations.
