Article Transitorio II
VALIDITY OF THE CLASSIFICATION PLAN AND OF THE WAGE SCALE. Both the Position Classification Plan and the Wage Scale referred to in the preceding article must be in force within the term of four months counted from the entry into force of this law.
Article Transitorio III
INTEGRATION OF THE FIRST BOARD. The First National Civil Service Board must be constituted within the thirty days following the entry into force of this law. At its first session, the members of the Board must proceed to elect the person who shall serve as president; the other members shall be designated as Vocales.
Article Transitorio IV
FIRST DIRECTOR. The first Director of the National Civil Service Office must be appointed by the President of the Republic within thirty days following the entry into force of this law. The agreement must be issued through the Ministries of Labor and Social Welfare, Economy and Public Finance.
Article Transitorio V
PASSIVE CLASSES. Within the period of two years counted from the date of entry into force of this law, the National Civil Service Office must submit to the Executive Branch the actuarial studies necessary as a basis for adequately resolving the problem of the Passive Classes, which must strictly conform to what Article 67 of Decree Number 295 of the Congress of the Republic provides, and be based on the existing technical studies on the matter.
The Office, in preparing said actuarial studies, may include therein additional insurance plans that are duly supported and that are for the benefit of the public servants protected by this law, provided that the persons affiliated therewith contribute to their financing, with the exception of those who have held office as principal Deputies, who shall continue to enjoy the benefits of the Law on Retirement, Pensions and Montepíos, taking into account the time of service.
Article Transitorio VI
OTHER SERVANTS OF THE STATE. In accordance with Article 117 of the Constitution, the Legislative and Judicial Bodies, as well as the municipalities and other autonomous, semi-autonomous and decentralized entities, which in their special laws have contemplated labor relations with their servants, with equal or greater benefits than those established in this Civil Service Law, shall continue to be governed by said laws, the right of strike being excluded therefrom. The Bodies or entities that do not have them must formulate the drafts and, through the respective channel, submit them to the Congress of the Republic within one year from the issuance of this law.
Pending the entry into force of these laws, the servants working in these bodies and entities shall be governed by the present Civil Service Law in all that is applicable to them.
Article Transitorio VII
Progressive Application. The precepts contained in this law are considered minimums in the establishment of a civil service system. Therefore, the Congress of the Republic must review the law four years after its entry into force, or earlier, to progressively incorporate other elements inherent to the civil service.
Article Transitorio VIII
Budget. The Executive Branch shall establish, through the Ministry of Public Finance, in the draft General Budget of State Expenditures, the line items necessary for the expenditures occasioned by the progressive implementation of this law and its regulations.
Article Transitorio IX
Repeal. Upon the entry into force of the present law, Presidential Decree number 584 dated February 29, 1956, in all that conflicts with what this law establishes; Decree-Law number 379 dated September 16, 1965, and all those legal provisions that conflict with this law and its regulations, are repealed.
Article Transitorio X
Entry into force. This Decree shall enter into force on January 1, 1969.
